Claudius, 41-54 AD (the uncle of Caligula) was “Regarded at Rome as a driveling imbecile, subject to the whims of his wives and freedmen.” Actually he was a historian and scholar, with physical handicaps, and with no military experience. He extended Roman citizenship to some non-Italians and created some non-Italian senators. He began the conquest of Britain in 43 AD.
